The Grumlin Empire is ruled by the Royal Family, the von Zarovich's.

The seat of government is in the city of Sawraw, the largest city on the island of Grumlin.

The Emperor, Alexi von Zarovich, spends most of his time in the Palace in Sawraw, rarely joining his uncle Count Strahd von Zarovich XV ? in the ancestral family principality of Barovia, north of Stormblad ?.

The Empire is a vestigial remnant from a much grander age, their influence had been waning since even before The Apocalypse ?.

Some people speculate that a rebellion against the monarchy can not be far off in the lands of Grumlin and Zork.
